This is on the beta release.

Even if you have not made contact with anyone else, you may still talk to everyone. Instead of going threw the dimplomatic screen you use the CTRL 0-9 and you can talk to everyone.
This can be very powerful if you beggin tech trading right away.

I also (in teh beta) am always able to talk to the Thalens, it just puts a red tint over thier picture until I actually encounter them.
