Tech stealing

I've read that you can steal technology from another race thanks to spying. For that do you have to pay spying after you have reached Advanced ? or do you just have to hope that it'll happen? It never hapened to me so I'm starting to wonder if that can actually happen. Any help?

If I meet one of the AI races early in the game, I'll set espionage to 5bc and leave it alone. On a larger map you will notice that the initial 5bc investment eventually builds to 40+. As I run into the other races, I set their bc level at whatever the first race has moved up to. By mid game, I'm stealing techs from all of them.

This actually reminds me of a gripe I had my last couple games:

If I have tech traded for Harpoon II, why is my "intelligence service" stealing Stinger III? I notice this a lot when invading planets... I'll end up with a tech I've traded beyond and have no use for.

Speaking of which, I've invaded several planets in the beta and never stolen a technology, even though the diplo screen clearly says they have techs that I don't.

I've had it happen 1 nce.... and yes I had adavanced sping on that race... and was at war with them and no did not take over a planet that turn.

it was a useless tech but it did happen.

I think it is completely random in what you get once it is determined you stole a tech. Your agents grab whatever they can. Just like the real world, sometimes you learn something really great, and other times you don't.

I don't have a problem with the way it works in the game.

There are advantages to have a previous weapon technology. They are cheaper, sometimes takes up less space and quicker to manufacture.

Consider things like the planetary invasion line, where each step of the way gives you an additional +10 soldiering, or the equivalent in diplomacy, morale, miniaturization, etc. Skipping a step by stealing or buying tech isn't as effective as getting every step in between.

I don't find stealing earlier techs useless. Combat techs can be used if you want a cheaper alternative for a specialized design. Some of the diplo or other techs have bonuses that go with them that otherwise you would not get.

On the flipside, the more techs you have (regardless of how you get them) the more research costs for successive techs. So in this respect getting a lower end tech you don't feel you need can be additionally detrimental, and it's not as if you can "refuse" the tech theft when it comes up.

But all in all I don't have a problem with how it works, either.

^er, I think you're post would be more appropriate in the tech forums.
On track, last game I played I got a random event where one of the minor races stole all the techs from the Torians and wanted to sell them to me for one of my systems.
Has anyone else gotten that yet? I ended up just swapping some techs for the few he had to offer, but I was wondering if you get more techs if you offer up a planet/system to him.
