How to build Starbases??

What tech allows you to build a starbase anywhere? As in not on a resource? B/C my Create Starbase button is always greyed out

Your logistics ability determines the number of starbases you can support. Also keep in mind that starbases have to be at least 4 parsecs away from each other.

No tech allows you to build starbases. You just build a constructor and send it to the spot you want to build the starbase at. When it gets there you click on the construct button in the ship menu.

i figured out what the problem was, for some reason, the constructor i built was missing the construction module, along with alot of the other misc. components (it was a custom ship), so i upgraded the ship to itself (i clicked upgrade, then selected what it already was) and it fixed itself... WEIRD BUG... anyways, problem solved.
