By all means go for it, and if in the unlikely event that something did go wrong, there is a lot of good people here that can most likely get you out of any trouble you might find yourself in.
The simple answer is YES, and I'm sure an admin or someone with more knowledge than I will be along shortly to answer any specific questions you might have. I second that Mr.HG_Eliminator But also it is my understanding that anything you download, you can do whatever you want with it as long as it is for your own use. But if you create something your really proud of and you have used some designs or creations (pieces or parts)in your designs that you want to upload you just need to get permission from the author or authors of those things that you used before
