Every new skin that I make uses Times New Roman for the Classic Titlebar font. I might know what caused it, but how do I change it?

Icon doesn't apply in IconPackager Stardock Forums

More details: In the screenshot "always use thumbnails" is enabled only for demonstration purposes, but it happens on 16x16 resolution as well. Icon that was supposed to appear is on the right. There are also multiple custom icons present on the left for comparison. Both Photos and Windows 11 are up to date as of the creation of this post.
