I got it to work, I just had to tweak a few taskbar settings and update my graphics drivers for it to work. thank you for the help!

Still doing the same thing. I don't know if this helps, but I have my screen resolution at 1366x768 and changed it multiple times to different settings but still doesn't work. here is a picture of the new theme taskbar error:

as you can see on the bottom right and near the left, the taskbar is not fully customized. I am using a windows 95 theme and it doesn't seem to work. any solutions? please respond back with a solution. thanks! p.s this is what it is supposed to look like: <p
