Try this: 1. Open this path: C\Windows 2. Find for System32 folder and do right click on it 3. Click on Examinate Microsoft Defender option 4. Ignore the scanning and click on shield icon then go down to ransomware protection 5. Then enable manage folder access option, (and click yes if appears a security popup) 6. Try to do a antivirus scan with windows security in the system32 (if doesnt works try it with syswow64 too) folder and then do the last steps i wrote here but restart, and then, disable the manage folder access option and find if it fixes, wait to scan finishes, it's the way I did exactly, i dont know what else i can do

Then, you can do this: 1. Open Windows security panel 2. Go to treats protection path (shield icon) 3. Go down until treats settings, and click on manage settings 4. Go down until manage folders access, then click on it 5. If shows disabled, then, enable it 6. Restart 7. Find if it's fixed 8. After that, you can disable it if you want because there's no problem anymore (i disabled it too and all work fine)

Here step by step instruccions: 1) open the sound configuration(per example or can be subconfigs like mouse, keyboard, etc) and if appears Uac prompt, close it and see if subcnfig its opens, if not, go next step 2)go to C:\Windows\System32 path and search rundll32.exe and if appears the yellow-blue shield, go to proprerties and untick run as admin (if it's ticked) 3)go back to C\Windows and in the System32 folder do right click and do a scan with Windows Security

I realized that I had the same problem with rundll32.exe and the yellow-blue shield in the System32 folder so I decided to run antivirus on it and i found a virus called VB or something like that, so I removed it when scan is finished, and its fixed immediatly, that's it
