Icons are invisible and blink erratically when hovered over before disappearing again. Deskcapes 10 latest - Windows 8.1. Help?

My desktop icons are completely invisible despite adjusting settings to fully visible and only appear very briefly when i hover over where they are supposed to be. How do I fix this?
