I'm having this same issue. At the office I have the primary as a computer on a regular 1920x1080 display, and my laptops (a 4k display and a 1920x1080 display) both function properly. However I'm at home now, the 4k screen is my primary and using the 1080 display as secondary, and the mouse feels fine on the 4k but on the 1080p it seems to be moving about 4x as fast. If it helps at all, scale is set at 250% on primary and 125% on secondary.
