Well flush my toilet...that worked. Obviously I didn't even think of activating that setting. That said: what exactly qualifies as a "custom theme"? That option says it is not supported with one, so that's why I never considered checking that option.

I'm not trying to disagree, but when I loaded up Process hacker and dug down into the threads tab of the explorer.exe process, I saw the Decor8 service running as one of the active threads of that process, and the CPU consumption matched exactly the symptom I saw with the CPU utilization. Yeah, I had the same problem after upgrading from Windows 8 to Windows 8.1. This worked just fine under Windows 8, then after the upgrade I would see one of four cores on my CPU at 100% resulting in a constant 25-30% CPU utillization.
