Any other suggestions on this issue? Trying everything on Safe Mode didn't work either. Could I possibly have a previous version installer to try out? I kind of remember updating after 1.20 or 1.21 when it stopped working.
I installed Start10 and its process is running and shows in Task Manager. I tried to open it and it won't let me, it pops up the following message.
