I created a new user, did a clean boot, still getting non-smooth on the new account as soon as i login to that user. It's more noticeable when I stretch the bar height 10 times normal size. Ater uninstalling start10, (the default windows) bar is super smooth, even with the frosty blur.
OS: Win 10 1803, Start10 1.61. Issue: jittery, not smooth, (skipping frames) animation. I stretched the bar so it's more evident.
