I experienced the same problem. Restarting explorer.exe would not fix; ending and restarting explorer.exe would sometimes fix but too random for it to be a fix. Uninstalled Curtains using Revo Uninstaller fixed the problem and now Start11 works as expected on both my monitors Windows 11 Pro Version 21H1 (OS Build 19043.1320)
