It rebooted upon installation. I then did 2 additional reboots and finally on the 2nd reboot it seems to have fixed itself.

After upgrading to 3.13 this morning I am seeing the Create Fence Here and Create Folder Portal dialog in every Windows screen when moving the mouse anywhere near the window center. I had a purchased Fences 2 installed and then upgraded to Fences 3. Yesterday my Fences 3 license expired. When I ran Fences 3 it asked for my email and Activation code. I put those in the dialog and nothing happens. IF I click on the X to close the dialog it tells me the product was not activated.
