I'm having the same issue: I use List View and Roll-Up Fences on, and the scroll bars stay visible on any folder portal that has more content than can be displayed in its current height. (If you resize the folder portal so it includes all content, the scrollbar will disappear, but this isn't a solution for me as I have some folders with so much content it would undermine the layout I use Fences for.) I'm on Windows 10, Version 20H2, OSBuild 19042.1466, Windows FEATURE Experience Pack
