My bad for putting my reply in the wrong thread. Same problem but different app. I've uninstalled Start 11 although not because of the scroll issue

Had NO problems with Fences 3 but just "upgraded" to 4.12 on my new system and the scroll bar still doesn't work. This is annoying to say the least and has gone on too long.
