The current behaviour of title bars is that on double clicking them near the center or on any area of text, you modify their title. The current behaviour of title bars is also that on double clicking them, you roll them up or down. These two behaviour conflict a bit, and mean that rolling up fences is somewhat fiddly, especially ones with longer names. But even untitled fences still have a 'naming' area at their centre.
