I fixed it. You can login to your store account and download Fences and get the code also. http://download.stardock.com You can also manage your account here: https://www.stardock.com/support/
The support site login is not the same as your Stardock account, you have to create a support account for that. Not sure if you trying that.

The Fences layouts are located in this folder: C:\Users\USERNAME\AppData\Roaming\Stardock\Fences\Backups I'm not sure how or what you backed up, but if they were saved they would be there.
