Github is the in-thing for this sort of thing, but because it is XML I would go a step further and have the game interact directly with the repository via REST API. Set up a web page, point to the Mods directory. Browse, perform the equivalent of a git pull. But this is not the only domino that has to fall in order to make modding seamless.

I tend to run Linux on VMware within my Windows box. I would be concerned about performance and mysterious driver issues--would probably have to grub it. I will say this much, though: modding Galactic Civilizations 3 would be a heckuva LOT easier on Linux. I might even move all of my XML files over to my VMware partition and set up my development environment there, now that I think about it.

I agree about the station garrisons. For Military SB's, I think they should be given one move, just like Terror Stars did. In fact--giving them a planet destroyer upgrade module (which explodes the planet into a bunch of asteroids and durantium) would be really fun. Now that would be cool. Unless you are being totally interdicted by fast ships, you can build one transport to "station" 5 legions for cheaper. The AI can't use invasion tactics on you (because your planet is undefended), then you can retake your planet, such that the odds are in your favor. Why even build Station Garrison in the first place? Planetary Invasion heavily favors the attacker. If you lose a planet, better to use your legion retaking it back. Can't honestly say I have ever lost a planet, either.

I must be very confused. I'm using your mod. The Pollen and Perseverance use 1 admin, as advertised. But not much else is adding up. For example, the Wraith says in the README it is Capital. EXP1_StaticShipBluePrintDefs.xml says it is Escort. The game says it is Support. The Pewpewpewpew has the +100HP, but the game says Capital while the StaticShipBluePrintDefs says Assault.
