Yes, indeed that seems to be the case, having searched a bit more. It is just very disappointing that Stardock hasn't updated this app, which is otherwise quite a useful customisation. Everything else about it works pretty well still (most of the time) despite the alleged incompatibility with Windows 10.
The weather docklet in ObjectDock does not work when attempting to update with a location such as 'Adelaide Australia'. The error dialogue is "Problem with location code lookup.
