When you select a Planet or Starbase, ships that are not max HP don't show in red. The Planet "Govern" screen should be built into the main Planet screen. The number of turns to complete something should adjust automatically as you move the slider. Would be nice to have 3 sliders for Science/Production/Economy with the ability to "lock" one.
