It was working fine for me, and now seems to have stopped working after a Windows update. Fences show the actual desktop background behind the Wallpaper Engine one, on all backgrounds. Update: Turning OFF "Translucent Fence Backgrounds" worked for me, and it's still translucent and shows the Wallpaper Engine background through it. Solved.
