Fence scaling breaks between monitors of the same resolution with different desktop scaling

I have my computer connected to two displays, one a 4K monitor and the other a 4K television that are never on simultaneously. For work, I sit at the desk with a resolution scale of 150%. For gaming, I use software to enable the TV at 200% display scaling, make it my primary display, and disable my monitor. The "preserve my desktop layout by scaling my fence groups" feature does not work in this scenario, the fences become unanchored from the screen edges and moved around. Same happens if I s
