"Clearly defined regions of uncertainty." I love those books. A big bonus would be the ability to build a planet that could create planets. Rubber ones, pink ones, desert ones, anything.
I had to vote on an issue banning terror stars at the first UP vote I had in the game, in other words terror stars were decades away. UP is great, but it could be improved by giving the AI the ability to recognize what events would be relevant and which ones wouldn't. It wouldn't be pure randomimity (is that a word?) but it would be better.

How about a "culture ship" it travles around and can perform a "friendly dock" in the orbits of star systems. It contains like a world fair or a "human expo" that temporarly enahnces your influence or culture in a given star system. It could be a wonder, so that there would only be one per galaxy or per race. This way there won't be a zillion of them zooming around.

Not to ruin our little linguistics conversation here, but I was also disappointed that I was not able to construct star-gates/controlled wormholes. I love playing on the largest size galaxy with the tight clusters of stars, so, of course, wormholes would be very beneficial to me. I've found before that another race will decalre war on me, I'll dispatch my fleet, and by the time it gets there I'll have declared peace already.
I think a "ship idea submission thread" is in order for all fo us that can't mod our own. I'll throw out an idea to start it up. How about a missle to be used on planets either prior to an invasion or just to ruin a good planet that another race has. It could only be used if there were no ships in orbit, although a good tactic would be to send a few anti-matter missles to destroy the defenses, then the "planet bomb" which would wipe out some pop, PQ, and improvements. In GalCiv if you build enough morale improvers and pick a morale bonus at the beginning then the happy medium between tax percentage and happy people willing to pay tax is at 100%. So, maybe if Sweden uses its money to build a dozen Disney Lands then they won't have a problem. Although they already have the alps and Swedish women.

1. no you can't. 1. part 2, all I can say is go for what you need. Don't give a trading empire good trading techs, and don't give military empires advanced capital ships or things liek cloaking. I love playing in space but there is just something about having a navy, and army, and an air force. LOTR was written solely to net be read by the masses. Tolkein wrote it so he could enjoy its writing. Originally it was written as one huge book, with smaller "books" inside of it.
