Those options are not available when I right click desktop.

I use the Fence program with my laptop and additional monitor. Before the fences always stayed where I created them. Now that I have a new laptop and new monitor, the fences keep moving all around, usually crowding onto laptop screen. How do I have keep them locked in place both on laptop and monitor? Thank you so much!!
