Good news, I found out what causes this glitch! It seems to have to do with showing the background (dream) on the start screen! I was playing around with it and when I disabled the option to show the desktop picture on the start screen, it worked fine. You can navigate there by going to Control Panel > Appearance and Personalization > Taskbar and Navigation > Navigation and then un-checking "Show my desktop background on Start".
