I just reproduced what you did in your video & the colors work perfectly. So, Notepad and Windows Explorer aren't causing any problems. Wish I had a list of our overlapping apps and I'd put in the work to test 'em and get something that will break for you.

After saving a group, closing the group, and opening it from the group shortcut the last 2 tabs colors are missing. I've tried resaving the same group. I've made other groups with totally different programs. This happens in every instance. Feature Request: Add ability to loop through desktop pages instead of having to navigate all the way back to the left OR all the way back to the right to access opposite end desktop page. Can I get a +1 reply if you want it too?
Confirmed . . . did another Windows Update today and the checkbox next to " Launch folder windows in a separate process " became checked again. I unchecked it, applied changes, and problem solved — just one of those things I have to do every time I update (once a month).
You can uncheck "Allow Navigation", but then you can't navigate folders. It seems that if I drag & drop (holding alt) somewhere onto the top of the desktop area (among other existing portals), nothing happens — no portal is created at all. If I drag it to the very bottom of the desktop area, a folder portal is created, but not in the spot I dragged it to. Instead the folder portal shows up on the left side of the desktop?
