I found a work around using AutoHotKey. As it turns out all the new tab "+" button is doing is sending Ctrl + N to File Explorer, which opens a new window in the same folder like I had been describing. Using AutoHotKey I was able to make it so whenever Ctrl + N is sent it instead runs File Explorer again (as if you middle clicked the icon in the taskbar or ran it again through start) which doesn't open the new window

This is the one thing that bugs me about Groupy and what I miss the most from Clover 3. When creating a new tab in File Explorer it opens the new tab to wherever the tab you were on previously was open to, effectively duplicating it. I'd prefer it if a new tab always opened to "Quick Access" or "This PC", whichever you have "Open File Explorer to" set to in File Explorer options. You can already get this functionality by setting Groupy to automatically group explorer.exe windows
