What kind of programs are you using? Are you using tortoisegit or tortoisesvn by any chance? Or some other similar software? No the issue you could reproduce is not what I was talking about. I posted a video of how it looks. It's still there. The taskbar and desktop icons flicker ( including fences ).
Oh hey :P Sapphire Nitro Radeon R9 380X. EDIT: Currently on driver 17.10.1 I updated the drivers several times already and it seems to be the same issue every time. Once I did a full uninstall and ran a driver cleaner before installing the latest drivers and that didn't seem to fix it either. Games are running just fine. No problem there. I know that doesn't necessarily say much though.

So, I've had this issue forever now. When using the wobbly windows effect the taskbar, desktop icons and fences are flickering like crazy. It's literally unusable. I made a video showing the issue. Same here. After some time some effects just stop working. Doesn't seem to be triggered by a specific action. One effect is wobbly windows. Not sure about other effects. I'll have to wait until it happens again. Windows 10 Pro x64, Windows FX 6.01
