No. The laptop is closed. It's hooked up via usb-c to a hub and then to the monitor. I'm happy to jump on a Zoom call to show you if it will help.

It's only happening when I have the laptop hooked up to the external display. It works correctly when it's in normal "laptop mode." Also, it works correctly when I first turn on the computer. The issue is when it wakes from sleep. I have to restart the explorer in taskbar settings to get it to look normal.
