I'm experiencing the same issue. It's as if the index of the icon is off by one. For example I have Chrome open, Explorer icon, VLC open, Outlook Open and Xbox Open. When I hover over the Outlook icon, it shows the VLC preview window and the Xbox shows the Outlook preview window.
