I got it from http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html 0.62 supports jumplists. It has no installer, but I pinned it to the startmenu manually. Putty.exe is located at c:\program files (x86)\putty.exe I manually dropped a shortcut in the start menu and pinned that.

The jumplist exists, but the connections available in it don't show any text. Mouseover text appears and indicates that the connection is valid but clicking it just launches PuTTY and not the connection. The Jumplist functions normally from taskbar pinning.
