Starbase mobilization not in research tree for Orkulus Starbase in Sins Rebellion Sins Forums

Hi All, Just started paying Sins of a Solar Empire Rebellion again and have decided to give vasari rebels a go. However I can not find the Teir 8 Star Base Mobilisation in the defense tech tree. Has this been taken out or moved? I have re-installed the game wondering if it was a glitch, but no change. Also I have not played this faction before so I have not used it before either so I am unsure what I am act
