After endless waves of posts saying "delete your icon cache" I came across yours and my issue is fixed! Kudos to you. A helpful tip: use Task Manager to restart Windows Explorer after deleting the registry key.
It's actually a shortcut to: "C:\Program Files (x86)\Stardock\Start8\Start8.exe" Metro where C:\Program Files (x86)\Stardock\Start8 is wherever you have Start8 installed, and the icon is set to the second icon in Start8.exe
