Only a small suspicion. I have not been able to find a solution anywhere, so this was a possibility. Disregard if nobody else is experiencing this.

No. But, I turned it on and the problem goes away.
On some apps (ie Microsoft Edge), when a window is opened, it automatically scrolls to the very bottom of the scrolled window. It should open at the top of the scroll. May not be relevant, but I have the taskbar aligned top. When these windows open, I have to manually scroll all the way to the top. Appreciate fix.
When the taskbar is aligned at bottom, all is well. When the taskbar is aligned top, the icons actions are erratic. When the mouse hovers over the icon, actions differ depending on the specific location of the mouse. Clicking on just the right spot will open the window, whereas other spots nothing happens. I like the taskbar at the top, so this is a nuisance. Appreciate fix.
