I also have the issue with Configure Fences doing nothing. The fences themselves were active and working fine, but clicking Configure Fences had no effect. I uninstalled and reinstalled, deleted the folders between reinstall, removed registry entries, etc, etc. Nothing worked. It turns out that (in my case) AVG Antivirus 2015 is interfering with the dialog window somehow. What solved my problem was disabling AVG by right-clicking on the AVG icon in the system
