I understood everything except exchanging treaties. I can't make any treaties beside from war or peace. Thanks for your time btw. Also, I've achieved close relations with empires who had the alliance tech and no alliance making treaty was visible. I think I have a glitch that doesn't allow alliances. Hopefully there isn't a glitch that prevents war as well...LoL...
So I've achieved the "alliances" technology, given it to a friendly empire, but the alliance option never appears under the "treaties" category in the foreign relations window. How do I make alliances in Galactic Civ II!? Even when all the conditions are met with both friendly sides having the alliance tech, the alliance options simply NEVER appears. I can only ask for war or peace! HELP PLEASE!

For the life of me, I can't figure out how to make an alliance in this game. I fully research diplomacy, I set up trade, I give gifts, and yet I never have the option under the treaties tab to request an alliance! The only options that ever appear under the treaties tab in foreign diplomacy is to either declar war or make peace. What button am I missing that allows me to forge an alliance?
