Revised Post Sorry your having this problem , support is now aware too Being a new computer make sure you do a Windows update if it does need an update that might fix the problem will also send a note to basj who helps with support and is running Win7 Pro on one machine with fences 3.08 no problems maybe being a work computer something ( program ) was added that could interfere with fences and or other programs ? Actually I use chrome and at times my WC password has to be re entered doesn't always get saved .. will mention this to support .. Not sure if it's a browser problem or a site problem ..
I'm running Win 10 Home and not having that problem but your problem is on it's way to support 3.08.1 is new and we might be finding out a few bugs that we have to fine tune but we're on it

At this time ObjectDock is Not supported for Windows 10 If if that changes , ALL will be notified If Rocket works for you ,that's an option
