Hello I didn't find a way to equally space rolled-up fences. See image. Any help? Thanks

When I roll-down a fence, icons are in the lower layer of the desktop, instead in the upper layer. How to correct this? What I mean is that if the desktop contains an open window and I roll-down a fence, its contents is "under" (covered by) the open window and part or all of the fence cannot be seen. Is there a way to force that the roll-down function shows the fence's content "over" any other open window? Thanks for support.
