I think I was experiencing what you are describing. After loading the Visual Style all looked well except for my Start Menu, it seemed to remain in the default "Classic Windows" setting. The way I fixed this was not actually through any WindowsBlinds settings. I found that I need to choose "Start Menu" not "Classic Start Menu" in the properties section of the Start Menu. I hope this helps... If not we must be encountering a different problem.
