Go to the folder \Documents\My Games\GalCiv4\ and delete the file Prefs.ini, the game should switch back to English and you should be able to play.
Either upload the file to a cloud service, or open it with Notepad or Wordpad, then copy the contents and paste here.

The promotion ended a long time ago. It doesn't appear when I start it. It's probably a cache issue and the launcher hasn't updated itself on your system. Please try starting the launcher again.
