Fast ship speed = movement only, not attack speed? in Sins of a Solar Empire Stardock Forums

So, I didn't see this written anywhere but I did see it mentioned in one post. When you increase the ship speed in the game options, you are not increasing the attack speed or DPS of your ships. You are only affecting the movement speed. I hope someone can correct me and tell me this is wrong because if it is right, then that ruins the entire balance of the game.
