General modding questions in Modding GalCiv2 Forums

Hi, I just got Galactic Civilization II yesterday (friend recommended it to me after I got Civ 5 and really liked it), and I'm wondering -- Is there any way to make faster terror stars? I made the mistake of building one in my home star system yesterday, and I'm thinking they'll be quite useless unless I build them right in an enemies star system, where they'd be destroyed before completion anyway. I think with all the research it takes for me to build one it'll be balanced for me
