It's a tough thing to figure out sometimes. Even if you find yourself dying a lot, it still might not be time for you to get a defensive item as an ADC. If your enemies are expending all their resources to dive and kill you in team fights, but losing the fights? That's a good thing and you shouldn't waste money on defensive items that discourage such behavior. So, ask yourself a few questions: Are you the most dangerous person on your team?

A three second delay is not playable and shouldn't be happening. 750 ping sounds rather high unless you're on the moon. It's tough for Aussie players... probably why most of them left. The ones I play with now and then tend to have high pings but don't necessarily lag. As long as you're below 300 you should be fine. Are you spiking at all?
