I think the choice would be, Do you want a building that takes 4 employees to operate or a squad sized unit ? Getting Prestige to attract new peeps is how a city grows , building more places for them to work should help factor into that prestige somehow.
My suggestions may have been suggested before here on this thread or another but its something I personally would like to see. Instead of being able to build units just by researching them, instead make a building requirement also needed in that city for them to be built in that city. IE... Barracks needed to be built in the city before you build a squad or experienced units. Wouldnt mind seeing a food requirement for the barracks either. Throw in some other build

Using domination and confusion will turn a small weak looking army into one that can kill alot of creatures.
