Just my 2 cents... Leaving the UP will rid you of having to follow this rule, if I remember correctly. The rule still may apply to the AI even if you are not in the UP--I'm not sure on this though. Basically, if you don't like the rule and you're not reliant on trade for income, you can just leave the UP.
Not sure if it's the best (that might be luck, morale, or economic), but I certainly put it in for good measure when I distribute bonus points. Seems to help a lot early on when trying to gain an early edge in propulsion for colony rushing. And I agree with GrnDragn, Universalists are quite nice.
Well I know that there are quite a few posts on this topic for DL and DA, but TA seems to play much differently in many respects. Would anybody be so kind as to share how they tend to approach games on difficulties above Painful in TA? Any suggestions/tips/strategies would be greatly appreciated (especially for colony rush).
Not sure if it's been said or not, but try changing the sliders around (to favor research if you so desire) and make sure you're at 100% production capacity. I'm just speaking from experience when I suggest this (I stopped playing for about 6 months and forgot that the spending sliders even existed).
I really am not sure about that. I've been playing conquest only on tough+ and they seem to declare war as frequently as they do when other victory types are enabled. Although more wars tend to occur if the Terrans or Drath are in a game due to their diplomatic prowess leading to them bribing others into wars. That's just what I've observed. Hope that helps.

I play on tough and challenging a lot and I find it most effective on those difficulties to use beam and just tech up quickly to get psionic beam. Also, don't forget that if you have a defense that doesn't directly counter a weapon type (ex: 16 beam defense against 16 mass driver attack), the defense operates at the square root of its normal value taking away 4 of the above mentioned 16 mass driver attack (at least that's what I remember it doing). Well, call me an old fashioned idiot but I've lost some respect for Stardock because TotA will not be available in stores. For me it takes a lot of the mystique away from the purchase. After seeing this post I can only say that I will NOT be purchasing the final expansion. My heart is broken. My three friends who also are fond of the previous installments feel the same way.
My only real suggestions are: Race to the trade port tech, improve resource gather rates, and ALWAYS FOCUS ON CHOKE POINTS!!! If you focus on fortifying bottlenecks and save resources for a balanced fleet, the AI usually can't hold you back. As far as military techs go, I personally improve shielding and hull strength as they apply to nearly every unit. I only improve weapons once I'm confident I've properly improved the survivability of my investments.
