But it ~is~ on top of any other app. By default the taskbar properties specify it that it is "on top of other windows". There are two important reasons for setting the shadow of the taskbar always on top (or at least providing it as an option): 1) It is consistent with its property 2) Setting the taskbar on the left or right of the screen, the shadows helps determine the border between the taskbar and a maximized (or adjoining) application window.
