Solved the problem. It was either windows 10 needing an update or the game needed me to restart the computer.

Crash on Building Map in GalCiv III Support GalCiv3 Forums

I have crash on map generation every time I start a new custom game. Campaign starts fine but crashes when I save as well. I have checked out the troubleshooting tips but none of them seemed to work. Any ideas?
