Click on the fertile land, bottom left action bar will have a picture of a scroll and a hammer. Hammer should build the farm, or whatever depending on the resource you clicked on.

I just can't make a scenario up in which I wouldn't click on the fertile ground tile while trying to figure out how to make a farm. It seems to me the first thing you'd try after trying to make it in the city failed.
