I did get that event during the first part of the game before it crashed (my custom race found the galactic peace button and unleashed them). There are also several AI races that found precursor ships, while the dread lords had also already spawned and gone back to extinction. I'm having this issue as well, in Twilight of the Arnor. Win 7 64 bit. After first crash tried XP SP3 compat but it was no different. I got a good 4 or so hours into the game when it crashed with a 'not responding' message. Now I can launch the game, but not load any quick saves or auto saves.
